Abstract Personalization and adaptation in the education process are important factors for providing an effective educational system. The primary principle of individualized learning is to use an individualized course tailored to the specific student. However, the process of arranging an individualized adaptation is usually complex for the reason that people with different personality interact and learn in different ways. The current course generation systems do not provide more than a relatively simple way of personalization and adaptation. So, in this work a novel framework for designing a personalized emotional intelligent course generation system called PANDA.TUTOR is introduced. Our approach is realized using HTN Planning techniques. Our framework consists of two main phases: the dialog-based planning and the authoring/course generation. The student’s personality type is considered as a guide for the planner to generate an appropriate dialog and course for the student. The authoring part helps the non-programmer teacher to configure different aspects of the domain model. This keeps the authoring process low in terms of time and effort. Thus the authors need only to prepare the course structure and content, enriched with classification information without the need to define the adaptation rules or to specify configurations for each student. During the dialog, the system grasps the student’s appraisal to build up an individual’s interpretation of how external events relate to the student’s goals and desires.  Also, the dialog produces a set of predicates as diagnostic facts about the student. The course generation system generates the course by tailoring its content to an individual learner, considering the student’s goal, and his/her current emotional and motivational state. The system is provided with different learning scenarios, teaching strategies and learning styles, which help the planner to construct highly individualized courses.
